Time-shifted service descriptor [ATSC Semantics]

The time_shifted_service_descriptor is useful to link ATSC virtual channels that are time-shifted services when the time delay is constant across the time period covered by Event Information table (EIT) instances.

The time_shifted_service_descriptor appears, when needed, only in the base channel of a Near Video On Demand (NVOD) service.
